4 STAGES

    How long each site runs unsupported, measured rather than quoted from the generator's rating plate.

  2. Fuel and water

    Reserve, rotation, resupply contracts and the route the tanker actually takes.

  3. Access and shelter

    Control under degraded conditions, muster points, and provision for staff who cannot leave.

  4. Dispersal

    Which functions must stop being in one building, and what it costs to move them.
