A plan that has to be read during an event is not a plan. We drill until the first four actions are recalled without reference, at every site, on every shift, including nights.

First four actions
Each role learns four actions cold. Everything else can be looked up; these cannot.
Unannounced drills
Run on the shift that is actually working, not the one assembled for the exercise.
Recall scoring
Measured on what people do unaided, not on attendance or on a completed module.
Family provision
Staff who do not know their families are provided for do not stay at post. This is planned, not hoped.
